COOKLEY INDOOR BOWLING LEAGUE MANAGEMENT RULES 2009/2010

As amended at AGM - September 2009

The League shall be known as the COOKLEY INDOOR BOWLING LEAGUE and shall be open to all clubs wishing to partake at whatever venue is currently available

I.       The League shall be made up of not more than 24 teams split into 2 divisions of equal numbers if possible.

2.      The League shall be run by a General Committee comprising Chairman; Secretary/Treasurer and one representative from each member Club.

3.      From the General Committee shall be elected a Management Committee to comprise the Officers and one representative from each division.

4.      An Annual General Meeting will be held in September each year when the Treasurer shall present to the meeting a Financial Statement for the preceding season.

S.      The Officers and Management Committee members shall retire at the AGM and if they have duly intimated their willingness to stand, shall be eligible for re-election.

o.      Any proposals for alteration to Rules shall be submitted IN WRITING to the Secretary PF~IOR TO THE DATE OF THE AGM. Any such proposal, duly seconded, will be put to the AGM and if carried by the majority of members present voting, shall be adopted forthwith.

7.      Each team shall be furnished with a copy of the League Rules to be bound thereby, any cases of infringement of the rules shall be dealt with by the Management Committee whose decision shall be final.

8.      Any team wishing to join the league shall submit a formal WRITTEN APPLICATION to the Secretary NOT LATER THAN 7 DAYS before the AGM and any such application shall be considered at the first General Meeting prior to the commencement of the season. Any team making an application will be invited to attend this meeting but will not be entitled to vote on any matter until they have been accepted by the League.

At any properly convened meeting each team shall be invited to ONE VOTE only.

RULES TO GOVERN COMPETITIONS ORGANISED BY THE LEAGUE

I.       Providing there is a full complement of 24 teams, the league will be divided into 2 divisions of 12 teams and at the end of the season promotion and relegation will be decided on a 3 up and 3 down basis. Should there be fewer teams the composition will be as decided at the AGM prior to the start of the season.

2.      All fixtures will be complied with as the date and time in the Fixture list. Any team failing to turn up or calling off a fixture will forfeit the match and all relevant points will be awarded to the other team. Plus 15 shots for half match and 30 shots for full match, 6 points also awarded .  **

· 3. In each match, teams are to comprise of 6 players, split into 2 groups of three, each group playing 9 ends. The duration of the match shall be 18 ends of 1 hour 20 minutes whichever is the lesser. In the event of a team being a player/players short they shall play 3 players first and the remainder in the next positions consecutively, ie 4 & 5 (not 4 & 6). Teams will play matches on alternate mats each week.

4.      Matches will start at either at 6.45; 8.05 or 9.25 and finish at 8.05; 9.25 & 10.45 and these times must be adhered to. REMEMBER THAT TIME IS OF PARAMOUNT IMPORTANCE TO ENSURE THE SMOOTH RUNNING OF THE LEAGUE. A RUNNING TIME CLOCK WILL BE PROVIDED SET AT 1HR 20MIN, THIS TO BE STARTED AT THE  START OF EACH GAME,

SCORE TO COUNT WHEN ALARM IS SOUNDED, NO FURTHER BOWLS ALLOWED AFTER ALARM IS SOUNDED .

5.            The result of each match shall be taken on the aggregate score. 2 points will be

awarded for a win and 1 point for a tie. In addition, 2 extra points for each half won will be awarded to the relevant team.

6.      If during the match the jack is moved by a live bowl it shall remain where it lies unless it is moved off the mat when a 'dead end' will be declared and this end will NOT be replayed. This also applies where it is not possible to determine the only winning shot after a measure.

If a jack is moved by a bowl rebounding of the backboard it shall be replaced as near as to its original position.

6a. FOOT RULE· WHEN DELIVERING A BOWL A PLAYER MUST HAVE ONE FOOT ON THE MAT AT ALL TIMES. IF RIGHT- HANDED THE RIGHT FOOT REFERS; IF LEFT ­HANDED THE LEFT ROOT REFERS. SWITCHING FEET POSITION IS NOT ALLOWED. ANY OFFENCE UNDER THIS RULE MUST BE POLICED BY THE RESPECTIVE CAPTAINS AND A WARNING GIVEN TO THE OFFENDING PLAYER. ANY FURTHER TRANSGRESSION OF THIS RULE MAY RESULT IN THE OFFENDING PLAYERBEING BANNED FOR THE REST OF THE MATCH.

7.   'FIRING' OR 'RUNNING IN OF WOODS' IS STRICTLY PROHIBITED.

8.      The Captain/Secretary of both teams shall after each match complete the match score sheet, sign it, if the match score sheet is not fully completed and signed by both team's representatives the match will be declared VOID and no points will be awarded to either team. Envelopes will be provided to teams to enable the score sheets to be forwarded to Secretary.

9.      ALL PLAYERS MUST CHANGE INTO APPROPRIATE FOOTWEAR BEFORE

          PLAYING ON THE MAT. PLEASE DO NOT PLAY IN THE SHOES YOU HAVE-

ARRIVED IN.

10. ANY MATTERS ARISING FOR WHICH NO PROVISION HAS BEEN MADE IN THE FOREGOING SHALL BE BROUGHT BEFORE THE MANAGEMENT COMMITTEE WHOSE DECISION SHALL BE FINAL.

11. At the end of Tuesday evening session, mats will be rolled up by others. **

12.Teams to complete players registration forms for A.G.M. Further players may be registered by 6.00pm on a Monday to be eligible to play in that week. No new players allowed after week 16.
